Enhancing Disaster Resilience: A Water Management-Oriented Approach

A disaster is an event caused by natural forces or human activities that leads to considerable loss of life and property, resulting in circumstances that society struggles to manage. Over the ages, humanity has been upsetting the equilibrium of nature by overusing natural resources to fuel technological and economic advancement. Consequently, the frequency and intensity of disasters impacting individuals and assets have risen, worsening their destructive consequences. Resilience aims to protect and strengthen people and their assets against the destructive effects of disasters. To increase resilience and reduce vulnerabilities to disasters, community-based approaches are needed, especially activities such as disaster risk reduction and management. Recently, storms, droughts, floods, and inundations that have emerged under the influence of climate change have led to an increase in the number and severity of hydro-meteorological disaster risks. To reduce the damage that these disasters may cause and to increase resilience, approaches that ensure more rational management of water and water resources are required. In this way, sustainability can also be achieved more easily. In this study, hydro-meteorological disasters, which have increasingly affected our cities in recent years, and issues such as resilience against these disasters are discussed. Afterwards, the management of water, which is one of the important factors in ensuring resilience against these disasters, is examined. The strategies required for the rational management of water are analyzed from global-scale approaches to local-level practices. In today’s world, where the effects of the climate crisis are felt more strongly, the rational management of water will make our society more resilient in the future and prevent disaster-related losses while accelerating sustainable development.
