Abstract

Basin management is a system that evaluates in total soil, plant, water within the boundaries of the basin and affecting them climate, environment, human and animal activities. Since the early 1990s, it has been developed a new watershed management program including management efforts to protect natural resources in addition to measures to improve livelihoods and increase income. This new watershed management system, which we can call totalitarian watershed management, is based on an integrated and participatory watershed management approach. Totalitarian watershed management, which aims to increase the welfare level of the society and to provide a rich natural resource to future generations by a holistic understanding, provides absolute protection of underground and surface natural resources. In addition to it aims sufficiently to benefit from these resources, to reduce poverty by improving economic and socio-cultural life, to increase competitiveness by applied research, to promote environmentally friendly understanding, to be sustainable by following watershed management activities, to prevent the negative effects of climate change to lossless continuation of water cycle and prevent the destruction of the basin. In this study, regular and irregular relations between natural resources in the Lake Van basin and their uses are evaluated within the sub - basin and alternatives are discussed. The watershed management system that can be applied to the Lake Van basin has been explained in order to eliminate the negative consequences that may arise due to wrong practices especially in the use of water resources. Effective irrigation systems to compensate for excessive irrigation and alternative plant patterns that drought and cold-resistant less irrigation require in the basin have been proposed.
